When asbestos roofing is found in Adelaide
Pre-1985 Adelaide homes commonly have asbestos cement (AC) roofing — either as the main material (corrugated AC sheet) or as sarking under tile/metal. Particular concentration in northern suburbs housing commission stock (Salisbury, Elizabeth, Para Hills), 1950s-70s suburban builds, and older sheds and outbuildings.
Leave it or remove it — the criteria
Leave undisturbed (cosmetic only): AC sheet that’s intact, not crumbling, not penetrated, not undergoing other work. Annual visual check from ground level. Remove: AC sheet that’s degraded (crumbling, broken, penetrated). AC sheet undergoing renovation that disturbs it. AC sheet where solar panels or roof penetrations are planned. AC sarking that’s failing under tile/metal roof above.
What NOT to do, ever
Don’t pressure-wash an AC roof. Don’t walk on it without proper protection. Don’t drill into it for TV aerials, solar mounts, or any other purpose. Don’t repaint it with a non-licensed contractor. Don’t accept any ‘we’ll just leave the asbestos and roof over it’ quote — that’s an illegal compliance breach.
Identification testing
Visual identification is not legally sufficient in South Australia. A SafeWork SA-licensed assessor takes a sample (typically a small chip of suspected material) and lab-tests for asbestos fibres. Cost: $250–$450 per test. Sometimes the suspect material turns out to be modern fibre-cement (post-1985) — no further licensing required.
The removal process
Pre-removal inspection by licensed assessor. SafeWork SA notification (5-working-day waiting period). Containment setup (polythene sheeting, decontamination unit). Wet-strip removal (water suppresses fibres). Bagging and palletising. Transport to EPA-licensed disposal facility. Clearance certificate by licensed assessor. New roof can proceed only after clearance.
Costs (Adelaide, 2026)
Identification test: $250–$450. AC roof removal (per sqm, licensed): $80–$150. Disposal fee (per tonne, EPA facility): $850–$1,400. Clearance certificate: $450–$900. New roof installation: $15,000–$45,000 (per Roof Installation pricing). Total typical 150sqm AC re-roof: $28,000–$58,000. Removal portion is roughly 30–40%; new roof is 60–70%.
The legal stakes
Non-licensed asbestos removal in SA carries personal fines up to $36,000 and corporate fines up to $180,000+ under SA WHS regulations. Insurance won’t cover damage from non-licensed work. Buyers’ building inspections flag illegal modifications and may require remedial removal at sale. Future workers (renovators, electricians) unknowingly disturb material — long-term health liability.
Insurance considerations
Storm damage to an existing AC roof is typically covered by home insurance up to like-for-like replacement (i.e. the insurer pays to replace AC with a modern equivalent material). Pre-existing damage or wear is not covered. Notify the insurer of asbestos before work starts; the licensed removal portion is typically covered as part of the storm claim.
