The short answer for most Adelaide homes

Like-for-like roof replacement on a non-heritage property doesn’t require council permission. You’re allowed to replace tile-with-tile, Colorbond-with-Colorbond, in the same colour and profile, without planning approval. Building approval (under SA Building Rules) is automatic when a licensed roofer does the work to manufacturer spec.

Heritage overlay properties

If your property is on a council heritage overlay (check via your council’s planning portal), roof replacement typically requires planning approval. The rules are usually ‘like-for-like’ on listed properties (terracotta if originally terracotta) and ‘period-appropriate’ on heritage-overlay properties. Walkerville, Norwood, North Adelaide, Burnside, Adelaide CBD have substantial heritage overlay coverage.

Material change (e.g. tile to Colorbond)

On a non-heritage property: usually no planning approval needed. On a heritage overlay property: usually requires planning approval and may not be granted. Some councils require lodgement of plans showing the new material and colour even for non-heritage properties — varies by council.

Colour change

Generally not regulated on non-heritage properties — pick any colour from the manufacturer’s palette. On heritage overlay properties: the colour palette is usually restricted to historically-appropriate options (period reds, greens, off-whites typically; modern Monument/Basalt charcoals usually not approved). Council planning officers can advise on acceptable colours pre-application.

The compliance cost typically far exceeds the saved approval cost.
